After more than twenty years of negotiations, culminating in moments of high tension, on December 6, 2024, the European Union and Mercosur reached a historic agreement, the EU–Mercosur Partnership Agreement (EMPA), aimed at creating one of the largest free trade areas in the world. The formal process for adopting the text was launched by the European Commission in September 2025. The agreement is systemic in scope: it aims at deep integration between the two blocs, which represent a combined market of over 780 million consumers and are crucial for the supply of strategic raw materials. The EMPA, consistent with the EU’s “new generation” agreements, not only focuses on the elimination of tariffs, but also establishes shared regulatory standards and mechanisms to correct possible factors of unfair competition.
The agreement provides for a broad and progressive elimination of tariff barriers. Mercosur countries commit to liberalizing 90% of European imports of industrial goods and 93% of agricultural products over a period of ten years.
